(Decatur, TX)  —  Officials with Child Protective Services say four children found living in terrible conditions inside a makeshift home in Wise County are now in foster care.

Police removed the kids, all under age five, from a workshop-like building near Newark earlier this month after allegedly finding them locked in a dog kennel and without a working toilet.  The children’s mother and the father of the youngest child, who also lived inside the building, are facing criminal charges.

CPS officials said this week they denied giving custody to a grandmother because she allegedly knew about their living conditions and didn’t do anything.
